2014 US Postage Meter - What's A 40.3 Cent Rate?

Has anyone ever seen this 40.3 cent meter rate used before? (I have examples of a 40.6 cent meter rate (presort first class) but I can't seem to find a 40.3 cent rate on the USPS website.) I just received this example in the mail today.

Could it be an error? Or is it a legitimate postage rate? It appeared on a standard #10 window envelope with no markings suggesting it was presort or anything other than first class mail:

wt1, I have seen this rate but did not keep the envelope, or at least I can not find it.
I went to the DMM Notice 123 price list, and about a quarter of the way down is a chapter (?) called "Standard Mail marketing parcels", and one of the rates in that table is 40.3 cents! But I have no idea of how and what!

Thanks for the reply. I saw that reference to which you refer, but since it is under the category of "marketing parcels" weighing more than 3.3 oz., it doesn't apply.

The cut square shown was on a medical bill I received and contained simply a one page statement and a return envelope for payment, so it was well within 1 oz. and should have (normally) received the 48 cent meter rate (or so I would assume) since there was no alternate markings about standard mail, presort, etc. It's just that the 40.3 cent rate stumped me. Maybe they were accorded a discount for a certain quantity of mail?

The mystery continues...

Finally got the correct rate information explained here. It seems you can't just search for the rate on the USPS guides, but must perform a math calculation (i.e. 40.6 cent "commerical letter automated rate", minus 0.3 cent discount for compliance with "full-service Intelligent Mail option requirements" = 40.3 cent rate).



Although this explains the rate, it isn't one that I can say I've seen very often ... but maybe I just haven't noticed it before.

Wow, you've done it again! Somehow I knew you would!
But you know what/ It is no wonder the USPS looses money. I was looking over all those price lists last night, and it is downright ridiculous! And it is worse if you realize that these rates are good for just one year!
