Are you sure that these stamps are Canadian experimental stamps? The reason why I ask this is because I see the American Bank Note Company (ABNC) eagle logo on the sheets above. American Bank Note Company (ABNC) in Ottawa changed to Canadian Bank Note Company (CBNC) in Ottawa from 1922 to 1923 so that it could be from before this time.

There were plans In these early days of the 20th century for the US to invade and occupy Canada. Perhaps these stamps were being designed for this eventuality.
Not so sure they are for the US as Scott does not list them in either the Essay section or in the Test section (and just because Cherrystone might say they are US does not make it true).
They may be what are called printers samples - something they show potential customers as an example of the type of work they can do - the large sheet with the Eagle logo and the 9 "stamps" sure looks like that type of thing.
