Hello,
Sorry if this gets posted twice I tried to post and it seemed like it didn't go thru so I am trying again. I have not seen anything like this before. Yes I have seen metered mail but this is for 1 cent and doesn't metered mail also have a date?
Any how if some could shed some light on this for me, I'd appreciate it.

Here's your answer:

The bottom of the circular part of the indicia reads "Sec. 562 P.L. & R" (PL&R = Postal Laws and Regulations):

Just as it is today, bulk rate rate does not include a date of mailing on the piece.

As for the meter itself, it would be defined as a Pitney Bowes Type DC6(D) (Using a FV-6 type meter) based on this excerpt from the International Postage Meter Stamp Catalog:
