I think you are right. Romanian stamps from the 1950s (it shows Madrid 1956, so that would make the oldest possible date 1956) have as country name R.P. Romina (Republica Populara Romina = People's Republic of Romania) Furthermore, Heraclio Fournier is a Spanish printer in Vitoria specialized in playing cards. It is unlikely the Romanian government would have its stampproduction outsourced to a Spanish company, but exiled groups might have done so.
Love a challenge. Your stamp is, in fact a Romanian Exile issue. This particular one is one of a 3 variety, single value set, issued in Madrid on 9 April 1956. The total issue is only 6000? Probably worth keeping. The other two varieties are pink and orange. See romanianstamps.com. Imagine....
