Is a colour shift like this common with this stamp?

What means "servicio oficial" on the stamp?

It is an Official stamp (used by a government agency),and has a separate catalogue number.

As far as color shift- I don't know the frequency- mine don't have it.

Small color shifts during this era are fairly common. The color shift is so small as not to command much additional value, if any.
