Hi all, how's your Portuguese?

This is a document I picked up at a stamp fair, for it's revenues. It's from Brazil, and Sao Paulo state, specifically, and it would be during the time of Vargas's dictatorship, I believe, which makes it interesting.
Can anyone tell me any more about what this document is, and what it says exactly.
Google translate is a bit woolly in its translation.

IMO it's a depart leave, issued by the Santos Harbour (Sao Paulo state) Maritime Police Inspection Board, for an English steamship going to London, at 14.35 h of Mai 6th 1938.
It's just a guess, as I don't speak Portuguese, but my own (Catalan) is not so different from it.

This is written in an old orthography but it's an inspection to authorize the departure of the British steamship "Piako?" to London and stops from the Port of Santos, State of São Paulo in May 6, 1938.
