Imperial China appointed Liu Ming Chuan the governor of Taiwan in 1885. Governor Liu initiated the systematic modernization of Taiwan. Liu built the first railroad of China in Taiwan. He placed telegram lines connecting Taiwan with the mainland. He opened coal mines. He established the modern-learning schools. In a few years, he made Taiwan the most modernized place in China. Of course, the postal system was established in 1885 and stamps (wood block printed) were issued. The Dragon and Horse stamps were printed in London, were delivered to Taiwan, but were never used as postage stamps. These are quite rare. There were plenty fakes sold on ebay. The genuine stamps are beautifully engraved.
