I could not find anything like this in Scott and none of my internet searches yielded anything either. Overprint is Cuernavaca. Any help would be appreciated.
It is the lowest face value of the set. Like many Mexican revenue stamps, it has (had, in this case) another piece attached at the bottom, usually called a talon. It is desirable to have the talon attached but it is common to see them without the talon.
