I have just left the USPS.com site where I usually buy my stamps. I tried to buy a block of four of the 5.60 priority mail and the 5.00 wave stamps, but could not get the quantity to show less than 1 pane on the check-out page.

Has there been a change of policy regarding online sales? I don't see any references online to having to buy a fill pane.

Anyone know anything about this?

The USPS does not list all available items on their web site. When an item does not appear, I usually call SFS in KC & order the item from them. Try using 02 as the suffix in the order number in lieu of 04 ... 04 is for a full pane while 02 is usually a block of 4. Or, to be on the safe side, just describe what you want & have them look it up.
Incidentally, I don't see any singles or blocks of 4 of the wave stamps in my old USA Philatelic ... but I do remember ordering some in blocks in the distant past.
ADDED: You can also try typing in the explicit order number on the philatelic catalog page. But be forewarned, even then the order number might not be recognized. Phoning KC, however, always seems to work.
Decided to try usps.com myself. It does recognize 116302 as the order number for a block of 4 of the $5.60 Verrazano Narrows Bridge. But trying 01 for a single did not work ... nor could I guess the correct number for a block of the $5 wave. Either that or the number isn't recognized on usps.com.

JLLebbert is correct. There is very little consistency between what is published on the USPS.COM website versus the USA Philatelic Catalog, ebay, etc.

In response to your specific question about the $5.60 Verrazano-Narrows Bridge Stamp, you can indeed buy a block of 4 using Order #116302 at $22.40. If you want a single stamp its Order #116351 at $5.60. Both are listed in the latest (2014, Q3) USA Philatelic.

As far as the $5 Waves of Color Stamp is concerned, I had to go way back to the USA Philatelic of Q1, 2014 to find it available in block of 4 format. Order #115720 at $20.00. They are also listed for sale in block of 4 format at the bottom of the link posted below:

One final note: If you are buying the $5.60 stamp for other than collecting purposes, keep in mind that the Priority Mail rate is scheduled to go up to in September 2014 (approval pending) and, if approved, a new stamp at the new rate will soon be replacing the present one (not yet announced):

I finally got it figured out. There is a drop-down box to select the quantity, and a block of four is one choice for both the $5.60 Priority Mail and the $5.00 Wave stamp. I didn't see the box in my previous attempts.

Thanks also to wt1. The Wave stamp(s) are shown and available on the USPS.com site. Looks like a full line of available stamps on this site. I use the priority mail stamps, and other high-value stamps on APS circuits.
