I am assuming this is French and not a postage stamp of any kind. Perhaps some kind of train franking stamp? Any ideas? Surcharged?

It appears to be a French revenue stamp issued in Narbonne, France. The printing on the stamp on the left indicates that the value is for 100 francs or less.

The underlying stamps are French revenues of a general design in use for a long time. As issued, the stamp included the black value and the boxed statement of what this stamp would cover in tax at lower right.

The earliest I see this general design in Forbin is 1892, with a revision in 1900 to change the "18" in the top left corner to a "1" to facilitate filing in the new 1900's dates. (I wonder why they didn't just change the eight to a nine?)

I assume the rest is a revenue cancel in each instance. Interestingly, the date spacing varies on the two cancels. Different devices? One October 8 and one October 18?
