I collect US revenues and have come into a large german/worldwide collection. Seeing alot of sets such as one below GDR 2022-2027 with a $3.25 (2011 Cat) value. They appear to be CTO. are these and others canceled is same way just penny stamps or do they have cat value and such?

One thing to be on the lookout for are "sperrwert" stamps. One or two of every set that the DDR produced was issued in smaller quantities just to drive up the values. A special collector's card was needed to purchase those stamps.

They generally command more than minimum value and are italicized in the Scott catalog.

In the case of the set you posted, it was the 70pf stamp, SC 2027.
