I recently purchased a used Belgium specialized stamp catalog, and this "souvenir sheet" was tucked between the pages. It is printed on thin, glossy paper (like magazine paper), with no gum on the back.

If Google Translate is correct, the back inscription reads "can be used for postage." The bottom line includes the statement "Project not adopted (1998)." The Scott catalog includes a note regarding this souvenir sheet (and others like it), stating they have "no postal value" (I assume that means not valid for postage).

I'm interested in learning more about this item. It doesn't seem to me to be valid for postage, but I don't know for sure, based upon the conflicting statements. Can anybody shed some light on this item, and the others like it?

Thank you.

Regards, Robert

Hi Robert. My high school French tells me that the sentence "Ne peut etre......" etc means that it can NOT be used for postage. Of course, my high school French was over 55 years ago...............!

When I was typing the phrase into Google Translate it started out as "can not be used" but changed to "can" when I got up to "pour". You would think they could get a simple phrase like this correct.

Thanks.

One of these sheets is included with the yearly "Catalog Officiel de Timbres-Poste Belgie-Belgique. My catalog, which is the 2013 edition, has a sheet for artist's design for one of the 2012 Christmas stamps. The deer sheet was designed by Andre Buzin, and it became a non-adopted entry for the four stamp nature set issued April 17, 1998. The illustrations in the COB catalog do not show the designer's signature for any of the sheets. This would be analogous to an artist's signed print.

There are 26 of these sheets illustrated in the 2013 COB catalog, and they are not valid for postage.

There are many of these sheets listed on the Delcampe auction site. There are at least three on auction ranging between 6 - 8 euros each.

I personally do not collect them. I leave them in the catalog when I sell it.
