That's a new one for me. Looks like "Letter Carrier's Nat'l Convention" It is very similar to some other very early slogan cancels with the double-oval.

A Barry oval machine cancel with slogan "Letter Carriers Nat'l. Convention 1900" -- which happened to be their 11th annual gathering held at the Cadillac Hotel in Detroit, Michigan. Today, the organization is known as the National Association of Letter Carriers (NALC).

Yes, it is a Barry machine cancel slogan. There are a few different dies known, and it is listed from 1/7 - 1/20 of 1900.

Don't forget there were earlier Barry oval machine cancels with slogans. Here's one example from Buffalo, NY in 1899 advertising the forthcoming 1901 Pan American Exposition:
