Tonga Stamps

Can anyone shed some light on why certain stamps within their sets such as c211 and c238 are such a higher value to compared to many of the stamps of the set and or country. Recieved these two mint stamps on their backing paper within a WW trade and these are the first experience with Tongo stamps. Was they issued just for a limited time?

One of the reasons, and in my humble opinion, is the usage. I can not really speak for Tonga, but in case of most Western countries they issue certain sets of the most used values. They are normally first class, postcard, airmail, international etc. First Class would be used ( and printed ) far more than the others. Hence some of the difference in value! Also, in a definitive series ( a long running series, like the Famous Americans for instance ) the dollar values are much less used ( and issued ) as the lower values.

As noted it is generally usage or amount printed initially.
The c211 was 22C and it would appear to have been the first time this value was issued & if it did not sell or was not suitable for specific types of mail it may have limited the quantity in circulation.
You may be able to find a catalog that lists the quantities issued.
