I have to wait till tonight before I can read the translation but from the title under the picture I gathered that this is the world's first postal card (1869)!
This isn't quite the oldest postcard but it's close.
This is H&G 8 issued in November 1871.
The first one has "An" before the first address line instead of "Adresse".
This was followed in July 1871 by similar cards with the date on the back at the top left and then in November by cards like this one with the date on the back at the top right.
Nobody really answered the question; the country is Austria. I am not sure of the town. It could be Hermagor, but the last letter does not appear to be an "R". Any other suggestions?
