Try Hungary. It's not a regular issue (no denomination or wording), but I'm pretty sure it's from Hungary.

Sure enough. Scott lists two. P1 and P2 with P2 having a watermark version. With the condition of mine being so poor, at this point I'll just catalog it as Hungary newspaper 1871-72. Thank you.
