It's not a watermark, but printed on the back. It may indicate the paper was produced for a government contract (i.e., government issued postage stamps). The stamp you pictured is actually Scott 39 45a. Compare Scott illustrations A7 and A10, and the printing method, typo. vs. engraved.

Regards, Robert

Edit: Mistaken identification, it's actually Scott 45a.

It's a normal stamp for that issue. Wiki even notes it as follows:

Quote:
The monarch made a first appearance on stamps in 1885, in the person of Oscar II, who was depicted in profile on a 10 öre value. The following year the practice began of printing a posthorn on the back of each stamp, underneath the gum.

Hi Wert, Its an 1886-1891 numeral type with posthorn on back. Its a Scott 45a rose. These have no watermarks. .25 cents used. Respectfully, Gary
