Just a silly subject title to get you to look. I'm going through quite a few covers, and came upon this bulk rate beauty. Apparently, even PNC stamps cannot avoid the miscut. Bummer.   Note: Does anyone remember credit card fees at 9.9%? Put a one or two in front of that, and you have today's rates.

You have to wonder how these items pass QC - if there is such a thing anymore? <G>

Kevin - I think he was talking about qc on putting the properly cut stamp on the cover. I agree there was nothing wrong with the production of the stamps. |

The stamp(s) are Scott 2602 first issued on December 13, 1991. (At least the plate number A888888 is not one of the more valuable ones for that issue.) |

Yes, if this was plate # A32333 or #A33334 I would be shedding a tear right now. I just wonder how someone could miscut so badly. Maybe they had several stacked together and were cutting through the whole group.
It also makes me wonder how miscut you could be before it would be rejected? In the case of Bulk Rate, you probably have a lot of leeway. In normal stamps, however, I can't see them accepting less than 90% of the size of a normal stamp. Any rules on this? |

What are the Post Office regs on using mis-cut/torn/damaged stamps?
For collectors, a stamp with a thin, pulled perf or one that is torn gets a reduced value and one with a piece of the stamp missing usually means its worthless or (at best) a space-filler.
I'm guessing the Postal brain-trust says the stamp has to be 100% intact to be usable.
But, is there any wiggle-room in the rules? |

Some of the numbers of the 10c E&S that are common mint are not common on covers, although the A88888 isn't one that falls into that category. I have seen off cover mailer miscuts offered on ebay as EFO's by clueless sellers. |
