It is from a musical publishing house . My guess is that they printed something with a fix price printed on it and later wanted to sell it at a higher price. So they made a "revenue" stamp that claims "include increase" .So the new price actually is stated on the item and vendor is not ripping them off with his own price .
I think it's not a revenue stamp. I think it's a label/sticker from a book, probably a book of sheet music, which just happens to look like a stamp but is in fact a publisher's price sticker. G Ricordi and C. Editori were in the business, and it has their company names on it.
Most likely it's a revenue stamp that was affixed to a 78rpm record to establish that a royalty has been paid. I have many records with royalty stamps applied.
