The Postes 65 means that the stamp has been revalued from 1 franc postage due to .65 centimes regular postage.

The stamp is from a set of 14 postage due stamps first issued in 1925 - 1932 and surcharged and/or overprinted in 1937-1938 for use as regular postage. Rodolfo has correctly identified the catalog number of the stamp you scanned.
