I guess I am getting hooked on fly-specking, from reading the numerous posts by WERT. Here is a recent find on a 5c Victoria Jubilee. In addition to the dot under her eye, there is also a dot in the R of the center R I V. This dot may be constant as I found it on 4 of my copies. I wonder if others can confirm if they have similar varieties to show. I am trying to determine if it is ink splashes or more constant variety.
There are a few other markings on 2 of the A's of Canada, as well as on the young queen chin and in front of the older lady forehead

I took a quick peek at my only copy of the 5c Jubilee. I have the dot in the R (and some other ink in the left top of the V) but none of the other characteristics you mention on your copy. My limited experience with this issue is that it shows many prominent guide dots within the design and a frequent number of other random anomalies in its printing. The ovals around the portraits seem to always be badly defined with the engraved edges of the portraits floating all over the place. Your copy also appears to have some other marks outside the design in the margins.
