German East Africa N17 Double Impression?

Not too valuable, but thought I would ask. Here are two versions. The left appears normal print quality, with a nice, dark-blue overprint. The right one, though, appears to have double impression of both the green and the black, along with a lighter-blue overprint. Is this normal?

I've no idea about Belgian occupation of German East Africa, but that looks like a mere weak impression to me.

I like good separation of the overprints in a double overprint, like this Cochin State SG O103b,
