Yes, it was free-franked by Hugh White, member of Congress between March of 1845 and March of 1851. The cover was carried from Washington, DC by train as loose mail. The Baltimore R.R. straightline was applied north of Baltimore to indicate origin and the NY cds was applied because this is where the cover 'entered the mails.' The cover was sent on to Utica via Hudson because the Hudson river was frozen at this time of year and the steamboat could go no further. The Hudson cds is a transit marking recording the cover being transferred to stagecoach for the final leg of the journey.

A personal favorite from my Ohio collection - the only reported Urbana straightline, from 1815, with military connections to boot. The free franking privilege is for the recipient (paymaster of the US army) but the sender signed as well and endorsed "on public service."

Not a letter, but a likely a report from a surveyor or title insurer to an attorney providing draft legal descriptions of two different parcels, probably of use in the sale of real estate.
Also includes the chain of title and encumbrances for each.
