A Marca di Riscontro is a category of revenue stamps from Italy, probably best described as a receipt. I can check Forbin later, but I'll be surprised if it is in there.
Nearly every wide spot in the road issued municipal revenues in Italy, and I think this might be local.
There is a two-volume set cataloging these, Italian Municipal Revenue Stamps, Volumes 1 and 2, published by the Fiscal Philatelic Foundation. Alas, I don't have it.
[I should add, I'm assuming this is municipal, because I don't recognize it as being an Italy issue. If I've missed it in the listings, someone please chime in.]
