The first one is an 1898 private courier stamp from the city of Munich, Germany.

I would guess the second one is a stamp (?) issued for a weeks worth of health insurance in Munchen, Germany in the 1890's.
It is not a postage stamp nor a revenue stamp, but issued as proof of insurance.
