...I know there's a name for it. It's like a stamp, but it's printed on paper.

Cool. Thanks btbroker. So it's like a tax stamp on a newspaper? Or did it literally wrap/seal the newspaper somehow?

Your welcome. It's postal stationery that paid for the cost of the delivery of a newspaper or a periodical. The wrapper was large enough to wrap around a folded/rolled newspaper. On the outside was an imprinted stamp to pay the cost of postage.
Good evening.

raymodj - That would be yours truly. And before you laugh, that little masterpiece bagged me a contest. Obviously not spelling bee. The most impressive thing about it is how it managed to last this long.

Lol, very cool that you still have it JessEm, esp. if it dates from when stamps were 13 cents.

Newfie, those look like postage stamps to me. Seriously though, have patience and someone will answer your original post. Things are pretty slow here after about 10 pm cst, and pick up again after people have had their morning coffee.

It's circa 1982 so I don't think that jives. I don't recall where the 13c came from. lol

Newfie- What raymodj said... I could even try helping you, but I would need better close-ups. Maybe work on that in the meantime?

Well, stamp prices really started to bump up around that time. I think they were 20 cents in 1982, but were 13 cents just a few years earlier.

December 31, 1975. All parts of United States domestic letter rate incressed to 13 cents. The next raise in the letter rate was May 29, 1978 when it was raised to 15 cents per 1st oz.

Newfie, I'd be more than happy to help you with Identifying these. I just need a clearer photo of the stamps on the right of the first page :)
