Cool. Thanks btbroker. So it's like a tax stamp on a newspaper? Or did it literally wrap/seal the newspaper somehow? |

Your welcome. It's postal stationery that paid for the cost of the delivery of a newspaper or a periodical. The wrapper was large enough to wrap around a folded/rolled newspaper. On the outside was an imprinted stamp to pay the cost of postage. Good evening. |

Lol, very cool that you still have it JessEm, esp. if it dates from when stamps were 13 cents.
Newfie, those look like postage stamps to me. Seriously though, have patience and someone will answer your original post. Things are pretty slow here after about 10 pm cst, and pick up again after people have had their morning coffee. |

Well, stamp prices really started to bump up around that time. I think they were 20 cents in 1982, but were 13 cents just a few years earlier. |

December 31, 1975. All parts of United States domestic letter rate incressed to 13 cents. The next raise in the letter rate was May 29, 1978 when it was raised to 15 cents per 1st oz. |
