Probably, if I wanted the commemorative cancel. To me, this looks like a Masons on Stamps item. David G. Farragut, first admiral of the U.S. Navy was a Mason, and that looks like George Washington, also a Mason, on the 25c stamp representing the executive branch .

The plate block does not carry much of a premium. Unfortunately, the dual cancellation makes the cover a little messy in my opinion.
