It's a representation of a Canadian stamp Scott #B4 but it's very much larger than the actual stamp. It looks like a negative but it's not and it is on very thick or plastic paper.
No..It certainly is NOT a negative John... kirby1379 mentioned something about maybe plastic..Has to be part of a poster I would imagine and he said it is much larger.
If it was a negative of the stamp, it would look like the one below.
Wert, "Negative" only in the sense of being on plastic. The press cels released I have seen by the post office were NOT reversed, thus positives. Obviously, you have not seen one.
