3c Star Reprint (2012?) Precancel

I was looking at lots of precancels for sale on ebay and came upon this example that seemed to stick out because of its use on a modern self adhesive stamp:



Is it a legitimate precancel or merely a favor cancel?

The community of Forestville, California did use precancels back in the day but use of the State abbreviation of "Calif." has been discontinued in favor of the State abbreviation "CA" so to see the longer abbreviation on a modern issue makes me wonder if someone just pulled out an old precanceling device.

The 3-cent Star Stamp was issued in 2002. My Scott Catalog makes no mention of any 2012 dated variety in which this example seems to be. Did I miss it (the release of the 2012 dated variety of the stamp)?

Most precancels made over the past 40 years are both 'favors' AND 'legitimate'. It has only been in the last 8 years or so that the USPS has banned their production. The word has not filtered down to all PO's. Many of us collectors don't care and want one of everything.

2007, July 5 – The USPS discontinues use of local precancels, and orders the destruction of all precancel devices. Devices can still be found in a few mostly smaller post offices despite this order. That said, the precancel pictured, on a stamp from 2012 is bogus and the precancel may be a total fabrication or someone obtained a precancel device that was to have been destroyed. Either way, it will not find a place in the legitimate precancel catalogs except perhaps as a footnote.
