I was looking at lots of precancels for sale on
ebay and came upon this example that seemed to stick out because of its use on a modern self adhesive stamp:

Is it a legitimate precancel or merely a favor cancel?
The community of Forestville, California did use precancels back in the day but use of the State abbreviation of "Calif." has been discontinued in favor of the State abbreviation "CA" so to see the longer abbreviation on a modern issue makes me wonder if someone just pulled out an old precanceling device.
The 3-cent Star Stamp was issued in 2002. My Scott Catalog makes no mention of any 2012 dated variety in which this example seems to be. Did I miss it (the release of the 2012 dated variety of the stamp)?
