Countries: Belgium and Austria. Value: a few cents each, if you're lucky enough to find a buyer!

Hi BrianLevant. The first one is a Belgian stamp. the second one Austrian. Cann't help with value if any!

The previous answers Belgium and Austria are correct. The first stamp though is a Belgian precancel (badly applied overprint) from 1899. Again, no big value here.
