Does This Stamp Have 2 Different Precancels?

I've never seen one like this before. I'm sure it's a PSS #71, but did Montgomery Ward also stamp the state and town? Or is this some king of 2nd precancel?

Thanks for any input on this.

Fairly common occurrence... because of the requirement for DATING precancels, they used homemade precancel devices to provide the dating on bureau printed precancels. Oddly enough, this kind of dating reduces the collector-value of bureau precancels - even though they are scarcer.
