This was in a lot of off-paper Canadian stamps.

Any ideas of what it is?

A sticker, a type of postage label?

It is a imperforate Romania of the 1956 Olympic issue, usually CTO.
I think the imperf is a note after the "legitimate" Scott listed perforated issue.
I don't have access to a cataloge right now.
