Someone will be able to jump on this and provide a better answer, but in the meantime, I believe these are from mainland China (PRC), but they're not stamps per se (no country nor value specificed), but rather I think are sorta-kinda like souvenir sheets, but again, with no postal capability, so that's why you're not able to find them in Scott and perhaps in any of the other major catalogs.
PRC, literally souvenirs of souvenir sheets issued by the printer or some other entity, sometimes at stamp shows, sometimes as gifts. They have no postal value. I haven't checked in awhile, but I used to see them offered for very roughly $5 each. I would classify them as cinderellas.
They may or may not be based on a real stamp set. The credits on the stamp usually refer to the designer and the printer.
They are mostly privately produced, so typical is imperforate or poorly perforated.
