Scott Album - An Analomy

I am remounting my Russia collection on Scott pages. I am up to about 1969 and have run into a strange situation re their presentation of the se-tenant set #3662-6. The page has a space for the full strip of five AND one single for #3664, the 16k value. I assume because that one is horizontally formatted while the rest are vertical. My question is - why? I thought Scott policy was to provide space for blocks strips, etc and not for singles from those.

In the big picture, this is not a big issue. I just think it is strange. I will have to try to find a dealer who is willing to tear up a strip of this issue to get to the one additional stamp I need, or buy a strip myself and have four left over stamps to toss.

I am contacting the publisher nxt week- just wondering if anyone would know or suggest why they might do this, if there's a valid reason I might save myself some embarrassment. Thanks.
