No. It's a union cover, allowed to be sent postage due since it was endorsed as a soldier's letter (that's what's at upper left though it's not very legible to me).
The town cancellation is sort of interesting. KANAWAH C.H. (Court House) VA is actually in West Virginia. WVA became a state 20 June 1863. The post mark looks like 28 Feb 1864, or 8 months after statehood; the Kanawah CH postmaster had not updated the date stamp to WVA
Really nice cover!! I was wondering if there is a received cancel on reverse from Waterford,PA.,Erie,PA.?? as I see it is adressed Waterford,PA.Just wondering!! Still a beauty of a cover.
