Yes, it does appear to be a type of Austrian "Notgeld" (?) The only thing that makes me uncertain is the low denomination.

1921 Notgeld 10 Heller paper note from Upper Austria. These Notgeld 10 Heller notes were issued one in blue ink and the other in orange. Certificate of Upper Austria is printed on only one side of the paper. The paper notes measure 2-3/4 x 1-7/8 inches!
