bobgggg, They are postage due, unlike the ones point out by KirkS, these stamps are 'naturals' those listed are overprints. AOI inscription was not used in Italian East Africa until 1941 and those issues (above) were never released. It is possibly these stamps were prepared by the Italian government to replace the provisional issues.
By Aug 19, 1940 Italian forces captured all of British Somaliland and added to Italian East Africa, earlier the Italian armies had captured 2 Sudan border towns and another in Kenya. The British countered in January on 4 fronts, later a sea assault in February. The Italian forces surrendered to the British on May 16, 1941. So that's why the Scott listed stamps were never released, they had other concerns. The issues you've acquired may have been planned, believing they were to maintain control or believing retake the territory. It maybe mentioned in a Michel catalog or the Italian catalog whose name eludes me right now.

I don't collect WW, but I'm always trying to learn, so I need a follow up.

No offense warrehouse, but I get a little lost in your sentence structure. Can we explore a bit more?

I think you failed to read the final paragraph in Scott. It describes Bob's stamps correctly -- horse and rider, inscribed AOI. The catalog says they were prepared but not released in 1943 (which seems to concur with you second sentence).

Am I missing something obvious?

My reading of Scottis in agreement with Kirk. I do not believe the note is referring to overprints, rather it refers to the stamps Bob presents as the challenge.

No arguing on my part -- I'm just trying to learn from all the smart people . SCF has me so enthused and excited, I may have to retire so I can be online full-time.

I missed the footnote as well. Oh well! It does concur with my assumption
that they hoped to retake the territory with stamps ready to go.
Michel or the Italian catalog would have greater detail about the issue then Scott.
