I ordered three stamps from a stamp catalog and the total equalled $1. But they soaked me for $4 for shipping, then a regular stamp would have sent it out. Does that always happen?

I'm assuming it's a $4 shipping charge regardless of the number of stamps ordered? If so, it's not uncommon among the larger dealers. Remember that the firm has to store and catalogue the stamp then pay someone to fulfill your order all of which costs more than any profit they may make on $1 worth of stamps.
