Junk Stamps

Hello everybody!
I would like to ask if anybody knows where is the official UPU list of countries whose philatellic emmisions are considered not eligible to take part in competitions.
For instance, I know that Ras al Khaima, Ajman, Paraguay some years, Guinea Euatorial, and so on are included in the list.

I think there is confusion to what are Junk stamps. Just because some postal group pays a bribe to a group in Switzerland doesn't make their millions of meaningless issues legit . Yes I said a bribe like in holding a countries stamps as illegal until funds are received .

The other issue that gets overlooked are disputed areas or groups that have claimed independence but are not part of the UPU. You can find local use of stamps in these areas, but any international mail needs postage from a UPU member creating some interesting covers. Its easy for the catalog makers to look back in history to determine if the stamps for issued for propaganda or postal usage, but while the dispute is in progress, it's not as clear.
