The left and right edges are also cut, not torn - so I would propose the following sequence:
The user started with a sheet of stamps and wanted them torn apart into singles. They decided to use a paper cutter. They were very careful in making the vertical cuts. Then they stacked the strips and made the horizontal cuts. During this second process the stack of strips slid around a bit with each successive cut and some of the cuts missed the perforations by a small amount deeper in the stack - also if the stack was not held down firmly near the blade, it easily buckles a bit during the cutting producing the slightly curved cut looking like a scissor cut.
