The old Ascher catalog (from 1925) lists such an envelope as being issued in 1892, with a catalog value of 40 (gold) pfennigs.

A new envelope using the image of Edward VII was issued in 1902, but the old envelopes would have remained valid.

2˝ pence was the UPU international letter rate in British currency.
