Can anyone help me with this? It looks and measures like an L-8 E, but I have never seen an Electroplate printed at a crazy angle like this? Is that even possible with the machinery used?

OK, I lied. Now I blew it up and enhanced it and looked at it more closely, the bottom line/bar is too close to the text to be an L-8 E. So in that case, any ideas as to what it is?

if it is a precancel I would think it would be good because that city has always had cleanest printing of precancels comapered to other places.

I would suspect L-15 or L-16 depending on the line spacing.

Not more valuable, probably less... it would be nicer if the whole of PHILIDELPHIA were visible on the stamp so its length could be measured.
