Jim, I can not answer your question about value. But keep in mind that Chicago was the home of Montgommery Ward, Sears Roebuck & Co and others. They sent an awful lot of packages all over the place and high value stamps should not surprise anyone!
A precanceled 310 went recently for just nine dollars. (Maybe that's comparing apples to oranges, but still...) This 260 is a nice looking item, though.
This denomination is listed at 40.00 USD in the latest PSS Classics catalog. That is a fair price. I suspect it is not a SC 260 based on the color and perforations, rather it is a SC 275. The PSS catalog, following the longstanding precancel tradition, does not differentiate the watermarks.
No one has mentioned what precancel type is shown. I have several low value denominations of this same series, with this type of precancel and it's always a challenge to identify the type ... especially for Chicago.
