Try Saudi Arabia , it is a label and a Cinderella stamp

It is not Arabic. It could be Persian or Turkish.

The triangular label was issued around 1922. It apparently has a religious text in Arabic in the centre but nothing identifying a country or organisation.

There are five labels in the same design but in different colours and with different denominations.
