Help Identify Japan Commercial Security Cancel 1904.

Anyone has any info on this SW&Co cancel?
I believe is a commercial security cancel and not a precancel, but maybe is something else.
There is no sender address and cannot read city of departure, only that dates from 1904.
If anyone knows anything, it would be great.

Hi.
It is not a cancellation at all.
It is a "commercial overprint" to prevent stamp theft.
India and England have thousands
see commercial overprint society
Possibly need a Japanese specialist to ID

It might be from the German firm Sander Wieler & Co. I know they used perfins out of Hong Kong, but they had business in Japan, also.
