Question On Ecuador 1907 Consejo Escolar Overprints

In 1907 Ecuador issued a set with the presidents of the country. This set was in the same year issued with overprints for the different provinces in Ecuador, all with different overprints reading 'Consejo Escolar', 'CE' or just '1907'. I have only one example in my collection:

Scott, Michel and Yvert & Tellier refer to these issues but without being clear about their exact use. Apparently they were issued as part of a scheme to support a school reform that was effectuated in 1907.

I found two resources on the subject. Alas, one is in Slovak and one in Spanish none of which I speak:

Does anyone know more about the historical context of these issues? Or can anyone help to translate the information on the above sites?

Basically, the government at the time agreed to allow each province to sell these overprinted stamps to help fund their education costs. I think it would be a stretch to say that a particular "reform" was being made. There were problems with forgeries and the funding initiative was halted in the following year. (No mention is made as to why specifically. It's likely that the central government could no longer afford to be so generous with potential revenue.)

I read the article in Spanish. I'll look for something in English for you if I can make time. (Today's schedule is busy.) Do look again at the article if you're interested in the illustrations of the various overprints, though this is not a complete collection pictured. Their variety is pretty interesting.
