Welcome to the forum! Scott 3137 has all (10) stamps with die cut perfs. 3138 only the (9)on the left are die cut and the 10th single stamp is imperforate and considered the error sheet. Both have the same layout with the block of (9) and then a single stamp alone. When future stamps of this series (5 in total)were printed, each was printed with both the perforated and imperforate 10th stamp so a total of (10) sheets are in the series. Your local library should have a Scott's Specialized catalog available and can provide information to better help you understand all the US stamps issued.
