I was curious if the 20.00 is at a significant angle? Did the numbers (20.00) and Chinese letters come on the same imprint or were the 2 stamped separately?

Nothing special ,common printing error . Stamp is damaged no value .

I would not call it an error but an anomaly. Interesting, but not a variety.
