That is called a "doctor blade" variety. It is fairly common on the stamps of the Transportation Series because of all the white space that is unprinted. It was caused by badly or insufficient wiping of one of the rollers during printing. And these streaks can occur anywhere on the stamp, sometimes on several stamps in a row!
