So I was thinking Scott 86 b. Imperf. but the perforated version has blueish paper and this one has white paper. Any suggestions?

I agree completely. The margins are way too big for this to be anything other than a postal stationery cut-out. You would otherwise expect to see parts of any adjacent stamps.
